Thecuy.com – The authorities have agreed to raise the status of part‑time employees under a Government Work Agreement (PPPK) to full‑time PPPK. This measure will be phased in starting on 1 January 2027 and will cover a range of professions, from lecturers and teachers to health workers, firefighters, civil protection officers and technical staff.

The announcement was made by State Secretary Minister Prasetyo Hadi in a press statement after a coordination meeting with the leadership of the DPR RI at the Nusantara III Building, Parliament Complex, Jakarta, on Friday, 6 November 2026. According to Prasetyo, the policy follows discussions and finalisation between the government and the DPR RI on the restructuring of civil servants, notably part‑time PPPK staff in various public‑service sectors.

Expansion of PPPK status across multiple professions required

The government stated that the elevation is not limited to education personnel but also includes other occupations considered vital for community service. Apart from lecturers and teachers, the scheme encompasses fire service workers, civil protection officers, health or medical personnel, technical staff, service workers and other operational staff.

Full‑time PPPK employees eligible to join the 2027 CPNS selection

In addition to the change of status for part‑time PPPK workers, the government has also opened the possibility for full‑time PPPK staff to take part in the 2027 Civil Servant Candidate (CPNS) selection. This chance is available to PPPK employees across professions who have already been appointed as full‑time workers, provided they meet the existing selection criteria and procedures.

The government has also taken into account special arrangements for employees who encounter difficulties with selection requirements, especially concerning age limits. Consequently, full‑time PPPK staff will still be able to compete for civil‑service positions as long as they satisfy the stipulated conditions.

Service period for non‑ASN teachers and health workers extended

During the coordination meeting, the government also agreed to prolong the contracts of non‑ASN teachers whose work agreements end in December 2026. A similar extension applies to non‑ASN health and medical personnel.

The prolongation aims to provide certainty of continued employment for staff who have been delivering services to the public. The government described this move as part of an effort to resolve issues related to the status and continuity of non‑ASN workers in various sectors.

CPNS recruitment slated to commence in November 2026

Separately, the government plans to launch CPNS recruitment in November 2026. The drive is designed to meet staffing needs across government agencies, including the anticipated retirement of civil servants each year.

The CPNS intake is also intended to support the execution of priority national programmes. All civil‑service restructuring measures agreed upon with the DPR RI will be rolled out gradually from 1 January 2027 onward.
