GMNU Soroti Aturan ASN Terkait Kursi Dewas BLUD yang Ditawarkan melalui CLTN: Jangan Sampai Regulasi Menjadi Karpet Merah

TASIKMALAYA, Thecuy.com – The scheme involving an official from the Tasikmalaya City Echelon reportedly taking Leave Outside of State Service (CLTN) to serve as a Board of Supervisors (Dewas) at the Regional General Service Agency (BLUD) continues to attract attention.

Myftah Farid, Chair of the Nahdlatul Ulama Young Generation (GMNU) in Tasikmalaya City, questioned the logic behind such a priority arrangement, especially if the official in question is an Assistant Regional Officer (Asda) with strategic responsibilities in local governance.

In his view, government regulations do allow officials to serve as members of the BLUD Supervisory Board (RSUD dr. Soekardjo).

This is stipulated, among other things, in the Ministry of Home Affairs Regulation No. 79 of 2018 concerning BLUD.

However, the issue arises when an Asda’s duties must be relinquished through the CLTN mechanism so that the official can focus on performing their role as a BLUD Supervisor.

“When an Echelon official like an Asda has to undergo a CLTN scenario in order to dedicate themselves to working as a Dewas, public logic is put to the test: what is actually the priority?” said Myftah on Tuesday (29/9/2026).

He believes that the position of Asda carries responsibilities for public service that are integral to local government.

Therefore, he argues, the decision to leave those duties behind in order to perform oversight functions at the BLUD needs to be openly explained.

Myftah questioned whether the need to perform the duties of a BLUD Supervisor was more urgent than the main duties and functions of an Asda in assisting the regional head in running the government.

“If the function of an Asda is sacrificed or abandoned through leave in order to work as a Dewas, a strange precedent arises. Are the interests of BLUD oversight much more urgent than the main duties of an Asda in serving the people of Tasikmalaya?” he emphasized.

Myftah believes that the issue does not end with the question of dual roles or priorities. The CLTN granting mechanism also needs to be tested based on civil service regulations, he said.

He referred to the BKN Regulation Number 24 of 2017 juncto BKN Regulation Number 7 of 2021.

According to him, CLTN has specific requirements and procedures, including urgent personal reasons, valid supporting documents, written application, and a Note of Approval from the Head of BKN.

Therefore, Myftah questioned the basis for granting CLTN if the reason used was related to performing duties as a BLUD Supervisor.
