TASIKMALAYA, Thecuy.com – The Merah Putih Village/Neighborhood Cooperative (KDMP) program in Tasikmalaya City is still unable to operate at full capacity. Even though the establishment of cooperatives has been completed in all 69 neighborhoods, the construction of its physical outlets is still hindered by central regulations deemed difficult to implement in urban areas.

Head of the Cooperative, MSME, and Industry and Trade Service (KUMKM Perindag) of Tasikmalaya City, Sofian Zaenal Mutaqien, said that up to now only 15 KDMP outlets have begun construction. Of those, 11 have been completed, while the remaining four are still under construction.

“The cooperative formation has been completed in all 69 neighborhoods. However, only 15 have outlets, 11 of which are finished, and four are still in progress,” he said on Tuesday (28/7/2026).

In Sofian’s view, the biggest obstacle is not funding but the limited availability of land assets owned by the local government.

The KDMP outlet construction requirements, based on a Presidential Instruction, call for a vacant plot of land of about 1,000 square meters. These requirements are considered more suitable for implementation in villages than in urban areas like Tasikmalaya City.

“Villages have village cash land and relatively abundant assets. In Tasikmalaya City, however, it is very limited. The problem is the requirement that the land must be vacant and have an area of about 1,000 square meters. This is very difficult,” he explained.

This situation prompted the city government to propose policy relaxation to the central government through the Ministry of Cooperatives. The proposal requests that existing government-owned buildings be utilized as KDMP outlets without the need to construct new prototypes.

Sofian gave examples of several government assets, such as former extension office buildings or other service buildings in neighborhoods, which could actually be repurposed as cooperative outlets if the regulations were relaxed.

“We propose that existing building assets be used. There is no need to follow the current prototype. The important thing is that the outlet, office, and cooperative service functions are fulfilled,” he explained.

He said he had received a positive signal from the Ministry of Cooperatives. After the national launch of KDMP by the President next August, the central government is reportedly preparing a new policy that would allow the use of existing building assets.

Parking management cooperation is not an initiative of Tasikmalaya City’s Transportation Department; its sustainability will be evaluated. Tasikmalaya Mayor finalizes proposal to form a parking enforcement task force! That duty already belongs to the Transportation Department.

“There has been a response. Inshallah after the launch in August, there will be a policy that accommodates the use of existing assets so that they do not have to follow the same prototype throughout Indonesia,” he said.
