Budget observer Nandang Suherman assessed that the slow absorption of funds makes the multiplier effect on the economy, especially for MSME actors, suboptimal.

Based on APBD realization data, as of August 2026 the Tasikmalaya City Government has only realized regional expenditure of Rp713.77 billion, or 46.78 percent of the total 2026 budget.

Budget observer Nandang Suherman noted that although the proportion of capital spending relative to economic growth is not as large as other expenditures, the budget plays a crucial role as a trigger for economic activity in the community.

“Government spending should act as a trigger for the economy. Therefore, budget absorption must be effective and accelerated so that its benefits can be felt by the community soon,” he said.

He assessed that, with regional expenditure realization still around 46 percent as of August, Tasikmalaya City’s budget absorption is still lagging. Ideally, realization in that period should be above 60 percent.

“Slow budget absorption will affect the regional economic condition. Money circulation becomes slower, people’s purchasing power is not boosted, and business actors also feel the impact,” he said.

Nandang explained that the group that feels the impact of low government spending the most is micro, small, and medium enterprise (MSME) actors. This is because many economic empowerment programs and government spending that serve as sources of local economic circulation have not yet run optimally.

“MSMEs in Tasikmalaya need government support, both through empowerment programs and regional spending. If budget absorption is low, the economic circulation at the lower level will also slow down automatically,” he explained.

Although that is the case, he admitted that the Tasikmalaya City economy has so far been largely supported by community activities and the trade sector. Nevertheless, the government still has an important role as a regulator and promoter of a business climate.

“The government must ensure that economic infrastructure functions well, curb illegal levies, provide licensing ease, and create a conducive business climate. Do not instead add burdens for business actors,” he stressed.
