TASIKMALAYA, Thecuy.com — Flood management in Tasikmalaya City cannot always be fully resolved by the city government alone.

One major challenge is the division of authority over river management, making coordination with both central and provincial governments essential to prevent fragmented on‑the‑ground actions.

The Head of the Water Resources Division at the Tasikmalaya City Department of Public Works and Spatial Planning, Rino Isa Muharam, explained that several rivers being targeted for flood handling are under the control of the central government or the provincial government.

Flooding in Tasikmalaya City is not only caused by rain; waste and utility cables obstruct drainage. Eleven flood‑prone points in the city have started to decrease, with channel cleaning as the key solution.

Among them are the Ciloa River in the Cihideung area and the Cikalang River, which fall under the authority of the Central River Basin Management Board (BBWS).

Even though they are not directly under the city government’s authority, they still strive to assist through coordination and collaboration, especially in handling waste that blocks river flow.

“We have limited authority. The Ciloa River in Cihideung and the Cikalang River are under BBWS’s jurisdiction. We collaborate to help clean up waste problems on the ground,” he said, Wednesday (4/11/2026).

Rino said coordination is also carried out with BBWS through the relevant technical implementing units.

When issues are found in rivers not under the city’s authority, they submit a report so that handling can be carried out jointly.

One example of this collaboration was observed during the cleaning of the Ciro River, which was carried out for three consecutive days to remove waste blocking the water flow.

In addition to the central government, coordination with the provincial government is also needed. One area of concern is the Cimulu River, including the section near Pendopo.

Ade housing units lack sufficient strength, making septic tanks a focus for Tasikmalaya City Government. Not just weighing toddlers, community health posts in Tasikmalaya now help residents obtain decent housing.

“For matters under provincial authority, such as the Cimulu River, we continue to coordinate. The same applies to BBWS for the Ciloa and Cikalang rivers,” he said.

Rino explained that the city government continues to prioritize addressing flood points that require attention.

Several areas such as Cikalang, Cilutut, Cibeurang, and vulnerable spots in Gunung Bintang are the focus of the work.

This handling will continue in the following year through regular inspections and cleaning.

Thus, emerging problems are not only addressed when flooding occurs.

On the other hand, the PUTR Department retains its primary duty in water resource management, including the irrigation sector.
