During the evidence phase, the Public Prosecutor’s Office presented two witnesses: Arka, the victim, and Ahmad Fauzi from the Lebak Regency Ministry of Hajj and Umrah Office, acting as an expert witness.
Expert Witness Exposes Unregistered Travel Operator
Ahmad Fauzi told the panel of judges that PT ISG Rabbani Globalindo lacks registration as a hajj and umrah tour operator in Lebak Regency, citing official records from the regional Ministry of Hajj and Umrah.
“According to the records held by the Lebak Regency Ministry of Hajj and Umrah, PT ISG Rabbani Globalindo is not listed as a travel service provider in the Lebak region,” Ahmad Fauzi remarked during his testimony.
Moreover, the expert witness confessed he could not pinpoint the precise location of PT ISG Rabbani Globalindo’s office, which further raises doubts about the agency’s legal standing.
Authorization Procedure and Official Registry for Umrah Travel
Ahmad Fauzi detailed the licensing steps for Umrah Travel Organizers (PPIU), outlining a multi-stage process that begins with obtaining a recommendation from the local ministry office and culminates in submission to the central ministry for formal authorization.
“First, applicants need a recommendation from the regional ministry office, then they forward the application to the central ministry until the formal permit is granted,” he explained.
He added that citizens and would-be pilgrims can verify the authorized umrah tour providers via the Integrated Computerized Management System for Umrah and Special Hajj (Siskopatuh), which serves as a dependable informational resource.
Number of Licensed Umrah Travel Agencies in Lebak
At present, Lebak Regency hosts only five officially licensed umrah travel firms. Ahmad Fauzi, however, declined to disclose the specific names of these companies.
“Only five firms hold licenses, yet I am unable to enumerate them individually,” he noted.
