TASIKMALAYA, Thecuy.com – Residents again lodged complaints regarding a suspected leak of leachate water from the waste treatment facility at the Ciangir landfill. Several fish ponds and river streams in Kampung Sinargalih, Tamansari Village, Tamansari District, Tasikmalaya City, have reportedly turned pitch black over the past few days.
Local residents suspect that the water’s color change stems from leachate flowing from the Ciangir landfill. There are concerns that this situation may affect fish farming ponds and community water sources.
A resident who requested anonymity said that after an inspection, a pipe from the landfill area was found channeling black water into a pond and a river channel. “The water is really black, and the fish appear to be suffering. Even though the current situation is not as severe as before,” the resident said on Tuesday (22/9/2026).

In response to the complaint, the Head of the Tasikmalaya City Environmental Agency (DLH), H Sandi Lesmana, explained that the issue is linked to the distribution of water flow around the Ciangir landfill. According to him, there are two community groups that have been utilizing water from the landfill area.
“There are two groups of water users at the landfill. The first are the residents located beneath the landfill, in front of the plastic factory. The second group is situated at the end of the Cipajaran River channel,” said Sandi on Wednesday (23/9/2026).
Sandi clarified that the flow from the terminal section has been rerouted through a pipe network. However, the allocation of water flow has not yet reached optimal levels.
He stated that this condition can cause the outflowing water to appear more concentrated. This effect is especially pronounced during dry and hot weather, when water concentration can increase.
“It has been treated and filtered. However, the water may be dry, leading to an accumulation of concentration and related effects. Because it expands due to heat, the water can become more concentrated,” he explained.
He confirmed that the treatment process for leachate water at the Ciangir landfill continues. Laboratory tests reportedly show a decrease in water levels, indicating that the situation remains safe.
Sandi also noted that the emerging flow is relatively small and its spread radius is limited, whether it originates from the Cipajaran River or the IPAL system. “The radius does not extend far, the flow is small, whether from the Cipajaran River or from the IPAL,” he said.
