TASIKMALAYA, Thecuy.com – Delayed parking fee payments from vendors to the Tasikmalaya City Department of Transportation should not be seen as a routine issue. In a sense, the arrears in these fees amount to a loss of regional revenue.
Even with the number of vendors rising to 18, the target for parking fee collections in July 2026 remains unmet. The cause is that some operators still owe payments and have not satisfied the required contribution.
Riko Restu Wijaya, a member of Commission II of the Tasikmalaya City DPRD, believes this situation cannot be treated as an ordinary matter. Moreover, partnerships with third parties should provide a clear benefit to the region’s Original Revenue (PAD).

“If there are still unmet monthly parking management targets set for third‑party operators, this cannot be considered an ordinary issue,” Riko told Radar on Wednesday (12/8/2026).
“The local government must dare to conduct a serious evaluation, as it concerns the region’s revenue potential and public interest,” he added.
He said the Tasikmalaya City Government must clarify why it maintains the cooperation agreement when many set targets remain unmet. He questioned the effectiveness of the parking management system currently delegated to the vendors.
“I ask, if the established targets cannot even be met, what justification does the local government have for keeping the cooperation arrangement?” he asserted.
Riko also urged the government to disclose parking management data transparently, ranging from parking potential, the amount of revenue collected on site, to the actual fees deposited into the regional treasury.
“We must ensure that third‑party operators do not profit from parking management while the region’s contribution targets remain unattained,” he said.
He emphasized that the DPRD will push for a comprehensive assessment of vendor performance. Should any vendor be unable to fulfill its agreed obligations, the government is urged to impose sanctions without hesitation.

“If an operator truly cannot meet its obligations and agreed targets, do not hesitate to impose penalties as per the contract, including reconsidering the continuation of the partnership,” Riko clarified.
For Riko, the primary concern now is not merely replacing tickets with mobile phones or setting up QRIS payments. What matters most is ensuring that each parking transaction can be measured and results in an optimal contribution to the region.
