PANGANDARAN, Thecuy.com – The dispute over coastal land in the Madasari Beach area has uncovered a larger problem. The case of a Certificate of Ownership (SHM) in the surrounding beach zone is not limited to that particular site.
Regent of Pangandaran, Citra Pitriyami, said that his office had called on the National Land Agency (BPN) to request an explanation about the legality of certificates situated in the coastal land zone.
According to Citra, a meeting with BPN revealed that the contested certificate in the Madasari Beach area was issued around 1997. Meanwhile, the regulation covering coastal border zones or sea land was only established by a Presidential Decree issued in 2016.

“Based on BPN’s explanation, the Presidential Decree was enacted in 2016, whereas the certificate was issued around 1997,” he said recently.
Furthermore, Citra stressed that the coastal land problem in Pangandaran is not confined to Madasari Beach. After careful examination, several other areas are believed to have comparable issues, requiring a thorough approach to resolution.
There are many coastal land issues in Pangandaran. Upon inspection, it’s apparent that the problem isn’t limited to a single location such as Madasari. We will hold discussions to prevent such occurrences in the future,” he said.
Citra said he had discussed the matter with West Java Governor Dedi Mulyadi while in Bandung and sought the provincial government’s support to resolve the issue.
He affirmed that the West Java Governor had instructed that the matter be addressed according to prevailing regulations, including the possibility of canceling certificates if they are proven to lie within coastal land zones.
“I will continue to coordinate with BPN regarding the Governor’s statement. We certainly hope that cancellation can be achieved. Hopefully it can be canceled, but the entire process must still follow the applicable procedures because it is a coastal land area,” he said.
During the plenary session of the Pangandaran Regency DPRD on Friday (7/8/2026), Citra firmly stated he was prepared to file a lawsuit with the court if the cancellation process still proved difficult. (Deni Nurdiansah)
