This was stated by Kepler Sianturi, a member of Commission II of the Tasikmalaya City DPRD, who considered that the Transportation Agency (Dishub) has not updated the parking management system to be more modern. In this digital era, parking management remains stagnant in applying a manual pattern.

Dishub Kota Tasikmalaya distributes expired parking tickets, with 2025 printed tickets being used in 2026; the Pangandaran regent will verify the certificate’s origin regarding the claim of ownership of the Madasari beach right-of-way.

In his opinion, manual tickets will not be able to resolve the parking management problems in Tasikmalaya City. The local government is considered to need to switch to a digital system based on banking.

He proposed that each parking attendant have an identity in the form of a barcode or QRIS connected to a payment account, so that all parking transactions can be automatically summarized each month by the bank.

“Every parking attendant will have a barcode. Payments go directly in, and data can be printed monthly by the bank. So the revenue is visible and more controlled,” said Kepler.

According to him, digitalization will narrow the room for manipulation because all transactions are recorded electronically. The system also facilitates the evaluation of the performance of parking attendants and third parties managing parking.

“The potential for leakage will definitely be lower because everything is recorded. It’s no longer based on estimates, but on transaction facts,” he emphasized.

Some time earlier, the Transportation Agency had conducted a trial of parking using non-cash payments with QRIS. However, it did not proceed further and eventually reverted to the manual pattern.

Kepler considered that the reason of limited human resources in implementing technology was no longer relevant. Because thousands of MSMEs in Tasikmalaya City had already utilized QRIS in daily transactions.

The plan for a road portal in South Tasikmalaya is considered unfair; the entrepreneurs’ association requests a re-evaluation; Lacking courage to improve parking, the Tasikmalaya City Transportation Agency must be firm and transparent.

“If MSMEs can use QRIS, why can’t parking? It’s just a matter of willingness and supervision,” he said.

He instead highlighted the weakness of coaching and supervision of parking policies, which have been considered inconsistent so far. Various previous parking digitalization trials were considered to have stopped halfway without clear evaluation.
