Chronology of the Dispute

This dispute began with overlapping land claims between residents who said they had opened and cultivated the land since 2004 and a company that held a Certificate of Ownership (SHM) issued in 2013. Residents complained about the closure of access roads to their farms and said they had never sold the land.

Points of Agreement

The mediation resulted in several written agreements signed by the parties involved:

  • Restoring public access to the plantation area to enable travel and the transport of palm oil harvests, under company supervision.
  • Until a final resolution is reached, landowners including Junaidin and Rajali may continue their agricultural activities safely.
  • Lae Saga Group has pledged to relinquish approximately 5.3 hectares (or 3.4 hectares) of land owned by residents. The release will be carried out via a rename scheme from the previously problematic SHM.
  • BPN will conduct a remeasurement on site within ten days of the agreement being made. All relevant parties are required to accompany the measurement process, which will be shared in cost.

Future Hopes

The Subulussalam City Government hopes that this Joint Agreement Record will serve as the primary guide for resolving conflicts peacefully, allowing the economic activities of the residents of Belukur Makmur Village and the company’s operations to resume harmoniously.
