Conversely, some local governments are struggling to pay PPPK salaries because of heavy reliance on central transfer funds and low Regional Own Revenue (PAD). Personnel expenditures in several areas exceed 50 percent of the regional budget, limiting room for development and public services. The central government, via the Ministry of Home Affairs and the Ministry of Finance, has prepared an additional fiscal buffer through adjustments to the General Allocation Fund (DAU), but this measure is seen as only temporary and must be accompanied by long‑term restructuring.
An aggressive PPPK recruitment policy without long‑term budgetary capacity calculations is considered to worsen regional fiscal conditions. Consequently, the central government continues to finalize the 2026 civil servant selection while completing PPPK recruitment for teacher needs in Rakyat schools and civil service schools.
