TASIKMALAYA, Thecuy.com – Former Tasikmalaya Regency DPRD member, Dr H Basuki Rahmat, M.Si., considers that the handover of assets from the Tasikmalaya Regency Government to the Tasikmalaya City Government has satisfied legal requirements.

He maintains that no laws have been breached, including Law No. 10 of 2001 concerning the Establishment of Tasikmalaya City and the regulations on the management of regional assets.

“Frankly, I cannot comprehend why some people still question and glorify matters related to the assets,” said Basuki.

Basuki explained that a grant serves as one legal method for managing regional assets. He believes that the transfer of assets from the regency to the city complies with the provisions of the law.

“I’m asking which part wasn’t followed. Since the asset transfer procedure adheres to Law No. 10, all assets were handed over to the city government,” Basuki clarified.

He stated that the asset transfer process was approved by both the executive and legislative branches in Tasikmalaya City and Regency. Subsequently, the City Government of Tasikmalaya donated a portion of these assets to the Regency Government of Tasikmalaya.

“It follows the regulation on the procedures for managing state or regional assets, for which there are both a Government Regulation (PP) and a Regional Regulation (Perda),” Basuki said.

Basuki invited those who believe the process breaches regulations to point out the specific provisions they think were disregarded.

“If there is any, is it a flaw in the law or in the implementation process?” Basuki questioned.

Should the issue stem from a law or regulation, he encourages those objecting to pursue a judicial review.

“If it’s a legal matter, go to the Constitutional Court (MK). From reading the comments on social media, I see questions about why a grant is necessary,” said Basuki.

Basuki clarified that the establishment of Tasikmalaya City was not through territorial division, but rather an elevation in status from an administrative city to an autonomous city. At that time, the administrative city remained under the jurisdiction of the Tasikmalaya Regency government.

“However, it originated from a status upgrade—from an administrative city to an autonomous city. The administrative city (Kotif) was part of the Tasikmalaya Regency government back then,” explained Basuki.
