TASIKMALAYA, Thecuy.com – Hundreds of street lighting units (PJU) across Tasikmalaya City remain unlit.
From a total of 12,960 lighting points scattered throughout various districts, 659 locations are still awaiting repair.
Amid limited maintenance funds, the Tasikmalaya City Government is now eyeing a Public-Private Partnership scheme (KPBU) slated to begin in 2027.
The issue of street illumination goes beyond merely having non‑functional lamps.
Tensions between Viman and Diky draw scrutiny, risking civil servants being pulled into factional disputes; Tasikmalaya Literacy Community Dynasty passes on knowledge rather than power.
These conditions also affect the comfort and safety of road users, especially during nighttime hours.
Meanwhile, efforts to fix all lighting fixtures are hampered by an annual maintenance budget of roughly Rp800 million.
Head of Traffic at the Tasikmalaya City Department of Transportation, Gumilar, said the PJU network covers various road segments, ranging from provincial highways and national routes to remote residential neighborhoods.
The damages discovered vary, encompassing faulty support components and lamps that have stopped working.
Handling is carried out gradually, taking into account actual field conditions.
“We keep working on repairs so these lamps can be lit again,” said Gumilar on Monday (12/10/2026).
Budget constraints are among the challenges in keeping all lighting units functional.
With an allocation of about Rp800 million per year, the Department of Transportation must manage the upkeep of a lighting network spanning 12,960 points.

The problem is that not only the lamps need maintenance; several supporting components can also break down and require separate attention.
Street lighting modernization has not yet reached full completion. LED lamps now make up roughly 60 percent of all lighting units, while the rest still use older lamp types.
On the other hand, the Department of Transportation has inventoried about 6,000 lighting points. This data collection is a step toward establishing a more measurable street lighting management system in the future.
As a solution, the Tasikmalaya City Government plans to implement a KPBU scheme for lighting management starting in 2027.
Under this model, the government is directed not only to pay for lamp procurement and accessories, but also to purchase illumination services that include maintenance and ensure the lamps stay operational.
Gumilar explained that payments under the scheme are planned to be performance‑based.
