Discovery of Special Facilities in Cibinong Penitentiary
A surprise inspection by the Indonesian Ombudsman at Cibinong Class IIA Penitentiary uncovered over ten rooms equipped with amenities distinct from standard dormitory areas. Structures close to the warden’s official residence appeared akin to apartments, featuring living rooms, kitchens, televisions, air conditioning, and household appliances including refrigerators. Alcoholic drinks were also located inside one of these refrigerators. Additionally, a villa‑like residential zone existed, occupied by inmates apart from the primary housing block.
Call for Corrections System Reform
Puan Maharani asserted that instances of granting exclusive amenities within jails and holding facilities are not isolated and reveal underlying flaws requiring immediate and thorough correction. She emphasized that every detainee should be treated uniformly, free from bias or unjustified preferential treatment.
“All individuals confined in a correctional facility are entitled to the same treatment. No special privileges lacking justification and accountability should be granted,” Puan stated.
Implications and Demands for Firm Action
Puan underscored that authorities must address the discoveries impartially and openly to guarantee that correctional operations adhere to legal standards. She urged strict penalties for those implicated in offering upscale accommodations, particularly when these were commodified or utilized to confer unwarranted advantages.
Puan noted that equitable treatment in correctional settings significantly affects public trust in law enforcement. Discrepancies in how sentences are carried out can compromise the significance of judicial decisions and erode confidence in the nation’s justice framework.
Enhancing the Corrections System
Puan expressed optimism that the Ombudsman’s report on Cibinong Penitentiary could prompt the government to reinforce the overall integrity of the corrections framework. Reforms should ensure uniform treatment aligned with institutional norms, safeguard fundamental rights for every inmate, and prevent opportunities for misuse of power.
“The reforms must focus on overhauling the administration of correctional institutions to conform with fairness and human rights standards,” concluded Puan Maharani.
