Thecuy.com – The Yogyakarta Special Region Disaster Risk Reduction Forum (Forum PRB DIY) calls for a comprehensive overhaul of procurement governance and the utilization of Ready‑to‑Use Disaster Funds (DSP) following a graft sting conducted by the Corruption Eradication Commission (KPK) at the National Disaster Management Agency (BNPB).

In a press release issued on Wednesday (14/10), Forum PRB DIY Chairman M. Taufiq AR said that law‑enforcement actions must be followed by systemic reforms to prevent a repeat of such irregularities. Citing preliminary information from the KPK reported by Forum PRB DIY, 14 individuals were detained during the sting on Tuesday (13/10), among them the Secretary‑General of BNPB. The case allegedly involves corruption in goods and services procurement, including procurement that utilizes disaster DSP funds.

Forum PRB DIY supports an independent, professional, transparent, and comprehensive investigation of the case while upholding the principle of the presumption of innocence. M. Taufiq considered that alleged misuse of disaster resources concerns not only state finances but also public safety and trust in disaster management institutions. “When a person faces a disaster, he/she is in a situation that is not fully under his/her control. In such a situation, the state is obliged to be present with speed, competence, integrity, and empathy. If that trust is abused, what is at stake is not only state money, but human safety and public confidence in the institution that should protect them,” said M. Taufiq in the press release.

Forum PRB DIY Menyodorkan Lima Agenda Perbaikan

Following the KPK sting at BNPB, Forum PRB DIY proposes five agenda items to improve disaster management governance. First, law‑enforcement actions must trace the entire decision‑making chain, the relationship between officials and providers, and possible conflicts of interest based on lawful evidence. The process must also respect the rights of each party and not generalize an individual’s alleged violation as a fault of all BNPB officials.

Second, the government together with BNPB, the Goods and Services Procurement Policy Agency (LKPP), the Financial and Development Supervisory Agency (BPKP), and related oversight agencies are urged to evaluate the procurement system and DSP utilization. According to Forum PRB DIY, procurement in emergency situations must still allow rapid decision‑making, but must be accompanied by traceable documentation, price and quality reasonableness checks, conflict‑of‑interest controls, and risk‑based audits.

Third, transparency and community participation need to be strengthened. Information on budget allocation, procurement, aid distribution, and service outcomes must be disclosed proportionally while protecting the personal data of survivors. Forum PRB DIY also encourages the provision of a secure, easily accessible, and responsive complaint channel, including protection for informants.

Fourth, corruption prevention must be integrated with disaster risk reduction. Efforts must target not only budget management during disasters but also development planning, spatial planning, permitting, environmental management, and public investment. Fifth, Forum PRB DIY encourages strengthening cross‑actor oversight by involving government, civil society organizations, universities, communities, the business sector, and disaster risk reduction forums. Anti‑corruption education and humanitarian ethics must also become part of institutional and volunteer capacity‑building, including in aid, logistics, and humanitarian fund management.

Pengadaan Barang dan Jasa Merupakan Salah Satu Titik Rawan

Chairman of Forum PRB DIY, M. Taufiq AR, considered that the alleged corruption at BNPB should be seen in the context of bureaucratic integrity issues and goods and services procurement governance. In its press release, Forum PRB DIY cited Transparency International data showing that Indonesia’s Corruption Perception Index scored 34 in 2025, down from 37 in 2024. Indonesia ranked 109th out of 182 countries that year. Forum PRB DIY also cited the 2025 KPK Integrity Assessment Survey which yielded a national score of 72.32 and was still in the vulnerable category for corruption.

Furthermore, according to KPK data cited in the press release, 446 out of 1,782 cases handled between 2004‑2025 concerned goods and services procurement. This amount equates to around 25 percent of all cases. In disaster procurement, potential vulnerabilities can arise at various stages, from need identification, budget and specification preparation, provider selection, contract execution, quality inspection, to aid distribution. Therefore, Forum PRB DIY considered that improvement was insufficient merely through sanctions against those proven to have violated the law. Improvements must also target processes and oversight mechanisms that have the potential to open up opportunities for irregularity.

Forum PRB DIY Ingatkan Layanan Bencana Tak Boleh Terganggu

Forum PRB DIY emphasized that legal proceedings against alleged corruption in BNPB must not disrupt the continuity of the agency’s functions and services. Communities facing threats or impacts of disasters must continue to receive the services they need while legal proceedings are underway. Forum PRB DIY also stressed that the success of disaster management cannot be measured solely by administrative compliance or budget absorption. Resource utilization must result in safety protection, fulfillment of urgent needs, loss reduction, and community recovery.

Integrity strengthening must also be designed so as not to slow down emergency response. Speed of service and accountability in budget use are considered to be able to go hand in hand through risk‑based control, traceability of decisions, and proportional oversight.

About five weeks before the sting, Forum PRB DIY through a series of KNPRBBK XVII Regional Jogja 2026 discussions had raised the theme of integrity and corruption prevention in disaster management with an environmental law approach. The discussion examined the relationship between disaster risk, development decisions, environmental management, permitting, and oversight. Forum PRB DIY considered that integrity needed to be strengthened from the development planning stage to disaster management implementation.

M. Taufiq emphasized that law enforcement and system improvement need to go hand in hand to maintain disaster management integrity. “Law enforcement is needed to bring about justice. System reform is needed to prevent recurrence. However, both must be rooted in an awareness of empathy that behind every decision and every rupiah of disaster budget lies human life that must be protected,” he said.
