The resignation letter was accepted by the Ministry of Religious Affairs of the Republic of Indonesia on Tuesday evening, 22 September 2026.
Prof Akh Muzakki’s Resignation
The resignation was disclosed directly by UINSA’s Professor of Classical Islamic Thought History, Imam Ghazali Said. He explained that the resignation letter was dispatched at 22.00 WIB and was received by the Ministry early the following morning, Wednesday, 23 September 2026.
Imam added that if the resignation is accepted, the rector’s position at UINSA will be filled by an Acting Rector (Plt). Although he suggested that no acting appointment be made, this was not possible because the position had already been officially decreed, thus an acting appointment was required to avoid a vacancy.
Student Action and Demands
Previously, from 16 September 2026 to 21 September 2026, a group of UINSA students staged protests demanding that Prof Akh Muzakki step down from his role as rector. The demonstration involved hundreds of students who sealed the campus and held rallies in front of the rector’s office.
The students presented several demands concerning the performance and policies implemented during Prof Akh Muzakki’s leadership, including:
- Removal or personal resignation of the rector.
- Public statement regarding the new PPID formed in 2025 and alleged violations of the Public Information Disclosure Law over three years.
- Resolution of the Kopertais case in which the rector is listed as a suspect.
- Clarification and deadline for delays in distribution of textbooks, Student Identity Cards (KTM), and new student uniforms.
- Responsibility for admitting an excessive number of new students, resulting in limited campus facilities.
- Repeal of the curfew policy considered detrimental to students’ non‑academic needs.
- Accountability for setting Tuition Fees (UKT) deemed unfavorable to lower‑middle‑class students.
- Elimination of the complicated venue rental procedure.

Prof Akh Muzakki’s resignation marks a pivotal moment for UINSA Surabaya, which is confronting numerous student demands and heightened oversight from the Ministry of Religion.
