TASIKMALAYA, RADARTASIK.IE – The Tasikmalaya District Government has stepped up its handling of out‑of‑school children by promoting broader access to non‑formal education through Community Learning Centres (PKBM).

Tasikmalaya’s Deputy Regent, Asep Sopari Al Ayubi, believes that the issue of out‑of‑school children cannot be addressed solely through infrastructure development. Human‑resource development must go hand in hand with physical construction.

He views education as a lifelong necessity that is not bound by age. Consequently, both those who have never attended formal school and those who have dropped out should still have the chance to resume learning.

“Those who have never experienced formal education or who have dropped out still have the opportunity to resume learning through non‑formal education channels,” he said.

Asep stressed that the community’s desire to learn must be matched by readily available and affordable educational access.

“What matters is the willingness. Besides, it’s already funded by the government. We are promoting the idea that learning is a lifelong pursuit,” he said.

He said that regional development must balance infrastructure building with human‑quality improvement. Success is not solely measured by physical facilities but also by the quality of the people using them.

Therefore, human‑resource development should start with fulfilling the community’s right to education, especially for children still of compulsory school age.

Asep mentioned that the Tasikmalaya District Government already has regulations in place to support those who have dropped out or are out of school. This policy has been enacted in the Regent’s Regulation (Perbup) since 2025.

“We have actually already drafted the Perbup. It was even in 2025. We must show support for those who have dropped out or are not attending school,” he said.

One of the current focuses is strengthening the PKBM. This non‑formal education institution is seen as an entry point for out‑of‑school children and adults to resume learning.

Asep called on the government and communities at the regional level to promote the establishment of PKBM in areas that need them, thereby bringing non‑formal education services closer to those who have faced difficulties accessing education so far.
