PANGANDARAN, Thecuy.com – The DPRD of Pangandaran Regency is urging the local government to promptly develop a Detailed Spatial Plan (RDTR) so that development can proceed smoothly under clear regulatory frameworks.
This step is considered crucial to ensure that on‑the‑ground development does not precede valid regulations and spatial planning.
The Speaker of the Pangandaran Regency DPRD, Asep Noordin, stressed that designing a masterplan and RDTR is not merely a planning formality but a direct mandate from the applicable law.

“Local governments must urgently draft a master plan and RDTR as mandated by law. By 2027, each district is expected to have an RDTR masterplan in place,” Asep said.
Asep linked this to the Madasari area in Cimerak Subdistrict, which requires intensive spatial planning. The region is slated to become a Tourist Strategic Area (KSK) of Pangandaran Regency. Even though Madasari has been designated as a regional tourist strategic zone, its planning is still considered insufficient.
“We must avoid reversing the mindset: building before planning. The principle is to first finalize the planning before any development proceeds,” he stressed.
He warned that an imbalance between space‑utilization rates and rule‑setting could spawn new problems and cause development to misalign with designated spatial zones.
Technically, the primary basis for development in Pangandaran Regency follows the Regional Spatial Plan (RTRW), which is further broken down into the RDTR as a more detailed spatial guideline. Besides these spatial documents, the tourism sector also requires a Regional Tourism Development Master Plan (Ripparda). Since the validity of the Pangandaran Ripparda expires in 2026, Asep urged the local government to swiftly design a replacement document.
He added that the compilation of a district‑level Ripparda must be synchronized with provincial (Ripparda Provinsi) and national (Ripparnas) tourism planning documents to keep its development direction integrated.
“The district Ripparda must align with the provincial Ripparda and the national Ripparnas. The local government must act swiftly to prepare this,” Asep continued.

Additionally, Asep advocates that the creation of masterplans and RDTRs be carried out transparently and inclusively, involving public participation and all relevant stakeholders.
