Thecuy.com – In anticipation of the Zero ODOL (Over Dimension Over Load) policy implementation slated for early 2027, the Ministry of Transportation is still holding intensive coordination with a range of relevant stakeholders to ensure the rollout meets its objectives.

The Zero ODOL policy aims to regulate trucks that exceed permitted load limits and dimensions in order to improve road user safety and comfort. Yet, the Ministry has not yet disclosed the concrete stages completed in preparation for the policy’s implementation.

Kerja Sama dan Tantangan Pengawasan

Incidents of over dimension and over load frequently occur, especially in the freight transport sector. The Sub-directorate of Motor Vehicle Testing at the Ministry of Transportation, Heri Prabowo, stated that coordination with the government, associations, and transport operators continues to support the success of Zero ODOL.

The primary focus of attention is effective supervision not only downstream (in the field) but also upstream, namely on cargo owners and fleet owners. This is essential so that enforcement actions do not solely target drivers and truck operators but also those responsible for excessive cargo.

Peranan Asosiasi dan Tantangan di Lapangan

The Deputy Secretary General of Aptrindo, Agus Pratiknyo, pointed out that current enforcement tends to be unbalanced and primarily targets drivers and transport entrepreneurs, while the source of cargo causing ODOL has not been maximally addressed. This poses a major challenge in law enforcement.

Furthermore, individually-owned fleets not affiliated with associations also represent a gap in oversight due to their significant numbers and difficulty in comprehensive monitoring.

Terobosan Digital dalam Pengawasan

The Ministry of Transportation has introduced a digital system such as the Goods Loading Letter (Sumba) designed to prevent bribery practices and aid in vehicle load supervision. However, its impact on regulating cargo owners remains limited and has not yet shown significant progress.

Kolaborasi untuk Kesuksesan Zero ODOL

The implementation of Zero ODOL is a shared responsibility among the government, associations, entrepreneurs, and transporters. The success of this policy requires a reduction of sectoral ego and good synergy among stakeholders.

With more intensive coordination and comprehensive supervision, it is hoped that the Zero ODOL target for 2027 can be achieved, enhancing road safety and preventing infrastructure damage due to overload.
