
Thecuy.com – The National Commission on Violence against Women, known as Komnas Perempuan, is an independent state body tasked with eliminating violence against women in Indonesia. Komnas Perempuan was founded on 15 October 1998 through Presidential Decree No. 181 of 1998 under President B.J. Habibie’s administration, responding to civil society demands after the sexual violence that occurred during the May 1998 riots. Because it emerged from that tragedy and became the first independent institution after the New Order, Komnas Perempuan is often referred to as the “first child of reform”. The inaugural chair was Saparinah Sadli, who served from 1998 to 2001.
As a national human‑rights institution, Komnas Perempuan carries out mandates for preventing, protecting, and addressing gender‑based violence cases, while also offering advice and policy considerations to the government and the House of Representatives. One of its most widely known outputs is the Annual Report (CATAHU), which serves as the primary reference for data on violence against women in Indonesia. The 2025 CATAHU recorded 376,529 cases, marking a 14 % increase compared with the previous year. Headquartered in Jakarta, the Commission is currently led by Maria Ulfah Anshor as Chairperson, assisted by Dahlia Madanih and Ratna Batara Munti as Deputy Chairs, for the 2025‑2030 term.

About the Secretariat Team
The Secretariat Team is a functional unit that provides administrative, technical, coordination, and substantive support to Members of the Plenary Commission and the Secretary General in carrying out leadership functions, decision‑making, and strengthening the institutional governance of Komnas Perempuan. The team also serves as a hub for internal coordination and institutional relations to ensure integrated implementation of Komnas Perempuan’s programmatic and institutional agendas.
Job Duty Description
Scope of Work for Technical Support Staff – Assistant to the Leadership includes:
1. Monitoring and Preparation of Strategic Information
- Monitor developments in national, regional, and international issues relevant to Komnas Perempuan’s mandate.
- Gather and identify information on issues related to violence against women, women’s human rights, gender equality, and relevant policy developments.
- Conduct searches and desk reviews of regulations, policies, reports, research, news coverage, and other information sources.
- Prepare summaries of issue developments and important information as materials for updating the leadership’s knowledge.
2. Review and Substantive Analysis
- Conduct preliminary reviews and concise analyses of issues relevant to the leadership’s needs.
- Identify contexts, developments, risks, opportunities, and implications of strategic issues being faced.
- Compile analytical points, alternative arguments, and initial recommendations based on data and women’s human rights perspectives and Komnas Perempuan’s mandate.
- Provide analytical support on issues requiring the leadership’s immediate attention or response.
3. Preparation of Materials for Leadership Agenda
- Prepare background materials on issues, policies, institutions, or parties to be engaged by the leadership.
- Prepare briefing notes, issue briefs, policy briefs, talking points, presentation materials, and other substantive materials as directed by the leadership.
- Prepare substantive materials for meetings, audiences, gatherings, consultations, dialogues, and other strategic leadership agendas.
- Support the preparation of statements, recommendations, and position documents as directed by the leadership.
4. Support for Leadership Communication and Substantive Relations
- Prepare information and brief profiles of institutions or parties to be interacted with by the leadership.
- Gather information on issues, interests, positions, or developments relevant to parties that are partners of the leadership.
- Prepare substantive materials needed by the leadership to establish communication with ministries/agencies, state institutions, civil society organizations, academics, media, women’s networks, and other stakeholders.
- Identify initial information on networking or cooperation opportunities relevant for the leadership’s consideration.
5. Documentation and Substantive Knowledge for the Leadership
- Record and organize information, materials, and outcomes of substantive discussions relevant to the leadership’s agenda.
- Maintain records of issue developments and strategic agendas as working references for the leadership.
- Manage and update a reference base of substantive materials needed by the leadership.
- Document analytical materials, references, and substantive work results systematically to support continuity of the leadership’s knowledge and work.
Qualifications and Requirements
A. Educational Qualifications
Hold a minimum bachelor’s degree (S1) from various disciplines, with priority in the following fields: Social and Political Sciences; Law; Public Policy; International Relations; Women’s, Gender, and Human Rights Studies. Possess academic and analytical abilities that support research, document review, information processing, and preparation of substantive materials for the leadership.
B. General and Substantive Requirements
1. Possess a solid understanding of Gender‑Based Violence against Women (KTPBG), including its legal and policy frameworks, handling mechanisms, victim recovery, and current issue developments and implementation challenges in Indonesia.
2. Possess a human rights perspective, gender equality, and protection of women, vulnerable, and/or minority groups when conducting analysis and preparing materials for the leadership.
3. Possess analytical, critical, and systematic thinking abilities, and be able to identify issues, trends, challenges, and implications from various information.
4. Able to work quickly, accurately, carefully, and responsively, including in situations with tight deadlines.
5. Possess good communication and coordination abilities, both orally and in writing.
6. Possess high integrity, professionalism, and the ability to maintain confidentiality of leadership information and documents.
7. Be proactive, adaptive, independent, and have initiative in identifying needs and completing tasks.
8. Possess the ability to prioritize and manage time effectively.
C. Work Experience
Possess a minimum of 2–5 years of work experience in one or more of the following areas: research or policy analysis; data collection and processing; document review; preparation of reports or substantive documents; or other relevant positions. Experience providing substantive support to officials, organizational leaders, or senior management is considered an added value.
D. Technical Competencies
– Able to conduct research and analysis of strategic issues, especially concerning Gender‑Based Violence against Women (KTPBG); gender equality; human rights; protection of women and vulnerable groups; and relevant public policies.
– Able to search for, collect, verify, and process data and information from various sources.
– Able to review documents and literature, compile brief assessments, and present analysis results concisely and comprehensibly.
– Able to identify issue developments, trends, challenges, and policy recommendations as materials for leadership consideration.
– Able to create professional‑level PowerPoint presentations with a logical flow, neat visuals, and effective use of graphs, tables, and infographics.
– Proficient in Microsoft Office, particularly Word, Excel, and PowerPoint at an advanced level.
– Able to use Google Workspace, Outlook, and AI‑based digital collaboration work applications.
– Possess good writing skills in Indonesian and English languages, and be able to read and understand English‑language references.
E. Additional Qualifications
Candidates will be given priority if they possess one or more of the following qualifications:
– Possess work experience, research, case accompaniment, advocacy, or program management related to gender‑based violence against women, women’s rights, and gender equality.
– Possess understanding of national and international legal instruments related to the eradication of violence against women and the protection of women’s rights.
– Possess experience interacting with or building networks with government agencies, civil society organizations, academics, or stakeholders in the field of women’s rights and eradication of gender‑based violence.
– Possess experience or knowledge in the fields of human rights, public policy, gender, protection of vulnerable groups, or social advocacy.
– Possess ability in presentation design and data visualization using Canva, advanced PowerPoint, or similar applications.
– Habitually prepare executive briefings, policy briefs, meeting materials, or strategic documents for leadership needs.
– Able to conduct rapid analysis of strategic issues and current developments.
