Thecuy.com – Komisi Nasional Anti Kekerasan terhadap Perempuan atau Komnas Perempuan adalah lembaga negara independen yang menegakkan hak asasi manusia perempuan di Indonesia. Lembaga ini dibentuk pada 9 Oktober 1998 melalui Keputusan Presiden Nomor 181 Tahun 1998, kemudian diperkuat dengan Peraturan Presiden Nomor 65 Tahun 2005 juncto Peraturan Presiden Nomor 8 Tahun 2024. Kelahiran lembaga ini tidak terlepas dari desakan masyarakat sipil pascatragedi kekerasan seksual yang menimpa perempuan etnis Tionghoa dalam kerusuhan Mei 1998. Presiden Habibie sempat menawarkan nama “Komisi Nasional Perlindungan Wanita” di bawah naungan Menteri Negara Urusan Wanita, namun para aktivis perempuan menolaknya dan akhirnya disepakati nama Komisi Nasional Anti Kekerasan terhadap Perempuan sebagai lembaga yang bekerja secara mandiri dan independen.Dalam perjalanannya, Komnas Perempuan tumbuh menjadi salah satu Lembaga Nasional Hak Asasi Manusia (LNHAM) sesuai kriteria umum dalam The Paris Principles, dan kiprahnya kerap menjadi rujukan berbagai pihak dalam memperkuat mekanisme HAM untuk penghapusan kekerasan terhadap perempuan di tingkat lokal, nasional, kawasan, maupun internasional.

Kepemimpinan lembaga berada di tangan Komisi Paripurna, yang untuk periode 2025-2030 diisi 11 komisioner terpilih dan mulai bertugas sejak 1 April 2025 hingga 31 Maret 2030. Kursi Ketua Komnas Perempuan saat ini diemban Maria Ulfah Anshor. Untuk pengeluaran rutin, lembaga ini memperoleh dukungan dari APBN serta hibah lembaga donor, dan secara berkala menyampaikan pertanggungjawaban publik atas program kerja maupun pendanaannya.

About the Division of Legal and Policy Reform (Divisi RHK)

The Division of Legal and Policy Reform has the task of conducting substantive and draft legislative analysis, analysis of substantive and formal testing of legislation, analysis of international human rights instruments, and building constructive dialogue with policymakers and civil society for the eradication of violence against women and the advancement of women’s human rights.

Primary Duties of the Division of Legal and Policy Reform Include the Following:

  1. Analyzing the substance and draft of legislation for the eradication of violence against women and the advancement of women’s human rights;
  2. Conducting analysis of substantive and formal testing of legislation, including regional regulations, for harmonization with the constitution and relevant human rights instruments;
  3. Analyzing international human rights instruments, both legal instruments and standards and guidelines, management, expert reports, special United Nations rapporteurs, and other relevant international human rights agreements for the development of legislation and policies at the regional and national levels;
  4. Building constructive dialogue with policymakers in national and regional legislative and executive institutions to provide advice and considerations to state governing bodies (Civil Servants, Law Enforcement Officials, and Parliament) and civil society in order to promote the formulation and enactment of legal and policy frameworks for the eradication of violence against women and the advancement of women’s rights;
  5. Gaining support from policymakers and civil society to integrate and implement the advice and considerations provided by Komnas Perempuan related to legal and policy reforms.

About This Position

The Assistant Coordinator of the Regional Policy Analysis and Advocacy Section, Division of Legal and Policy Reform (Divisi RHK), is tasked with and responsible for managing work programs and budgets, conducting analysis of the substance and draft of regional policies, performing substantive and formal testing analysis of regional regulations, integrating the analysis results with human rights instruments, preparing recommendations or input from Komnas Perempuan for the evaluation of policies or draft regional policies, and building constructive dialogue with policymakers to promote the eradication of violence against women and the advancement of women’s human rights.

Job Description Details

The scope of work of the Assistant Coordinator of the Regional Policy Analysis and Advocacy Section, Division of Legal and Policy Reform (RHK), includes:

  1. Developing work plans and budgets as needed for the implementation of programs in the Regional Policy Analysis and Advocacy Section on a regular basis in accordance with applicable regulations and the institution’s strategic plan.
  2. Formulating draft concepts, strategies, and working papers and conducting analysis of issues related to the tasks of the Regional Policy Analysis and Advocacy Section.
  3. Collaborating and coordinating across work units for the implementation of work programs in the Regional Policy Analysis and Advocacy Section at Komnas Perempuan in an effective and high-quality manner.
  4. Coordinating and ensuring the implementation of tasks within the Regional Policy Analysis and Advocacy Section, including:
  1. Conducting studies and documenting studies related to program development concepts and legal and policy reform studies, primarily concerning national-level regulations that are subordinate to the Law in Indonesia.
  2. Conducting coordination with representatives of policymakers in national and regional legislative and executive institutions, as well as civil society, to provide advice and considerations related to policy reform to state governing bodies.
  3. Mapping stakeholders related to women’s human rights lobbying and advocacy at the regional level.
  4. Supporting the preparation of prefaces, cleaning up publication drafts, preparing publication designs with relevant work units, and coordinating website publications.
  • Preparing reports on task implementation and accountability reports for the Regional Policy Analysis and Advocacy Section on a regular basis in accordance with applicable regulations.
  • Conducting monitoring and evaluation of the implementation of tasks in the Regional Policy Analysis and Advocacy Section on a regular basis in accordance with applicable regulations.
  • Coordinating the management of archiving all work documents under the responsibility of the Regional Policy Analysis and Advocacy Section.
  • Conducting guidance, mentoring, coaching, supervision, and performance evaluation of human resources under their responsibility and providing motivation for self-development in efforts to achieve Komnas Perempuan’ strategic goals.
  • Providing proposals to the Coordinator regarding capacity development efforts within the section.
  • Implementing risk and conflict management within the Regional Policy Analysis and Advocacy Section.
  • Establishing, developing, and strengthening cooperation with Komnas Perempuan’ strategic partners, including ministries/agencies, international partners, and non-governmental organizations (NGOs), for the implementation of work programs in its work unit and Komnas Perempuan’ work programs.
  • Carrying out ad hoc activities that are joint Komnas Perempuan’ activities, cross-unit work activities, and joint activities with Komnas Perempuan’ partners.
  • Representing the Leadership/Secretary General/Coordinator in fulfilling invitations and attending both internal and external events related to the tasks and functions of the work unit in accordance with authority, following the disposition mechanism.
  • Required Qualifications/Experience/Knowledge/Skills

    1. The Division of Legal and Policy Reform is currently offering opportunities for WOMEN of all diversities, including those from minority and marginalized groups.
    2. Demonstrating strong willingness and commitment to advancing human rights, as well as having an understanding of the political, economic, and socio-cultural contexts and their impact on women, particularly an understanding of women’s human rights issues and gender-based violence, and having a bias towards principles of victim-centered justice.
    3. Preferred to have a Bachelor’s Degree (S1) in law, public policy, social and political studies, human rights, or women’s and gender studies.
    4. Having a minimum of 3 (three) years of experience in the field of human rights or related areas, particularly in conducting human rights- and gender equality-based policy advocacy.
    5. Having the ability to conduct policy analysis, legal drafting, and prepare recommendations or proposals for policy changes.
    6. Having experience working with movement-based organizations such as feminist, migrant, labor, indigenous, farmer, fisher, gender and sexual identity diversity movements, or other movements is an added value.
    7. Having knowledge and understanding of Feminist Legal Theory frameworks and their practice is an added value.
    8. Having good interpersonal skills, able to build networks in multicultural environments, and establish strong professional relationships with stakeholders/multistakeholders and across movements.
    9. Having the ability to work with diverse membership-based networks and their allies.
    10. Having knowledge of project management such as program and budget planning, implementation, monitoring, and evaluation in accordance with program work direction.
    11. Having experience and ability in managing programs supported by grant budgets and the state budget.
    12. Having the ability to communicate and network strategically with various parties to support lobbying tasks, cross-sector coordination, and dissemination of policy advocacy results.
    13. Willing to undertake official travel as required.
    14. Having strong coordination and teamwork skills, both within teams and across teams.
    15. Proficient in the use of information and communication technology, with strong writing and editing skills for both substantive reports and financial administration reports. Preference given to those familiar with collaborative online platforms such as Google Suite/Microsoft 365.
    16. Having proficiency in standard Indonesian language both orally and in writing, as well as good English language skills.
