PANGANDARAN, Thecuy.com – Dozens of damaged schools in Pangandaran reportedly have not yet received government repair assistance. The Department of Education, Youth, and Sports (Disdikpora) is urged to conduct a census of damaged schools in order to allocate assistance proportionally.

This was revealed by Aos Firdaus, a member of the Pangandaran Regency Education Council, who disclosed data on 91 elementary schools that are in a deplorable condition but have escaped rehabilitation efforts. According to him, the situation reflects weak oversight and the district’s lack of seriousness in ensuring the quality and safety of learning facilities.

​A total of 91 elementary schools remain completely unrepaired, reflecting weak oversight and a lack of commitment to improving the quality of education in Pangandaran Regency,” he said in a statement on Thursday (20/8/2026).

​The disparity in allocation becomes even more striking when compared to the regional budget. According to the budget realization document, the physical expenditure item for elementary schools sourced from the Special Allocation Fund (DAK) Physical and the General Allocation Fund (DAU) reached Rp 10,302,036,105 in the 2024 fiscal year. Meanwhile, a similar allocation was disbursed in 2025 amounting to Rp 9,783,988,000.

​Aos stressed that there is no logical excuse for the relevant agency to ignore the rehabilitation of damaged learning spaces given the substantial budget support. He questioned the validity of the priority scale database held by Disdikpora, or the possibility of interference by certain parties in determining rehabilitation project targets.

​“Does Disdikpora have a priority scale needs data as a basis for improving infrastructure, or could it be that this rehabilitation is being carried out under the direction of a certain party? There are schools that have been heavily damaged for years but have never been included in the priority list,” he said.

​Violation of Budget Management Regulations

​The department’s budgeting process is considered contrary to the Minister of Education, Culture, Research, and Technology Regulation Number 47 of 2023 concerning Standards for the Management of Early Childhood Education, Basic Education, and Secondary Education.

​“Budget limitations should be offset by accurate field data, not sporadic target setting. Disdikpora Pangandaran is urged to develop infrastructure planning based on factual research so that education budget allocation policies are targeted and equitable,” he explained. (Deni Nurdiansah)
