TASIKMALAYA, Thecuy.com — Nurul Awalin, a city councillor from the Golkar party representing Tasikmalaya, shared several notes during the 13th plenary session of the Tasikmalaya City DPRD.
The meeting focused on signing the Memorandum of Understanding on General Budget Policy and the Interim Priority Budget Ceiling (KUA‑PPAS) for the 2027 fiscal year.
In addition, the plenary session was set to sign the Revised KUA and PPAS Agreement for the 2026 fiscal year and to conclude the Third Session of the 2025‑2026 legislative period.

During that event, Nurul Awalin emphasized that local authorities need to reinforce revenue generation, especially via agencies that are both tasked with and capable of producing income for the region.
In his view, the revenue targets set for 2026 should be taken seriously and pursued until they are met. An assessment of actual revenue performance is also needed so that the 2027 targets can be planned realistically, while still aiming to boost the Regional Original Revenue (PAD).
“We want a revenue‑generating department to have a 2026 target that can actually be met. We must avoid setting goals that remain unfulfilled in practice,” he said.
Nurul also urged that digital applications and systems be better utilized for local revenue management. He noted that tools such as the Prima Nyata app should be maximized to make data collection, oversight, and revenue‑potential monitoring more effective.
He warned that the 2027 revenue target should not be lowered. However, setting targets must also take into account economic conditions, regional potential, and each agency’s capacity to achieve them.
“The 2027 target must not fall. Let’s review this year’s results. If the goal is too high, it should be re‑examined. Still, the budget, especially revenue, should keep rising as much as possible,” he said.
Nurul stressed that increasing regional revenue requires serious effort and cannot rely on a single income source.

According to him, the Tasikmalaya City Government must broaden its revenue sources while stepping up coordination with both the provincial and central governments, including partnerships with the West Java Provincial DPRD and the Indonesian DPR.
He hopes for support and concrete actions from both the provincial and central governments to help the region boost its fiscal capacity.
