Haekal Soroti Kinerja Dirut Perumda Pasar Palembang Jaya, Minta Pemkot Buka Dokumen Pengangkatan

Thecuy.com – Ahmad Haekal Haffafah, a public policy observer from South Sumatra, has asked the Palembang City Government to assess the performance of Perumda Pasar Palembang Jaya’s president director, Dedi Siswoyo, who has been in office for about two years. He also urged the city authorities to release information concerning the appointment procedure of the official.

According to Haekal, the contribution of Perumda Pasar Palembang Jaya under Dedi’s leadership should be transparently evaluated using measurable performance targets and indicators. He stated that the Palembang City Government should re-open the selection documents and clarify the legal basis for the appointment of the position to the public.

“The city administration must disclose the selection documents once more and elucidate the legal foundation for the appointment of the position to the public,” Haekal remarked on Saturday (25/10/2026).

Haekal believes that evaluation cannot be based solely on the performance reports of the board of directors. The city government, he said, must also verify that the appointment process of the president director complies with relevant laws and regulations. He highlighted Article 60 paragraph (5) of Government Regulation Number 54 of 2017 concerning Regional Owned Enterprises (BUMD), which stipulates that the president director shall be appointed from among the members of the board of directors.

Haekal asked the Palembang City Government to clarify the membership status of the board of directors, the selection documents, the appointment decision, and the mechanism employed to appoint the president director of Perumda Pasar Palembang Jaya. He emphasized that the public has the right to know the rationale behind the appointment of strategic positions within the regional company.

“The city authority must release the documents and elucidate the procedures adopted. The public has the right to know the justification for the appointment of strategic positions in the regional company. If the process adheres to the regulations, provide an open explanation. If any discrepancies are found, appropriate follow‑up actions must be taken in accordance with the applicable provisions,” he stated.

Haekal stressed that his scrutiny of the appointment process does not imply that a legal violation has occurred. According to him, document review is essential to ensure that compliance with regulations can be clarified and tested publicly.

Beyond the appointment issue, Haekal also urged the Palembang City Government to evaluate the achievements of Perumda Pasar Palembang Jaya during Dedi’s tenure. The evaluation, he said, should encompass revenue realization, asset management, market facility conditions, trader arrangements, and the quality of services provided to the community.

He also asked the government to compare the company’s targets with actual performance on the ground. According to him, the evaluation results should be communicated to the public so that citizens are aware of the regional company’s achievements and the issues that still need to be addressed.

“Do not focus solely on who holds the position, but also examine what has been accomplished. Revenue targets must be measurable, asset management must be inspectable, and market services must be assessable. All of these require data, not just claims,” he said.

Perumda Pasar Palembang Jaya is reported to play a significant role in market management, which is directly linked to the community’s economic activities, encompassing the interests of traders, market visitors, the management of regional assets, and its contribution to the area.
