Thecuy.com – The Ministry of Communication and Digital (Komdigi) has declared that mobile network operators are forbidden from charging customers extra fees for offering internet residual‑quota protection. The announcement was made by the Secretary of the Directorate General of Digital Infrastructure at Komdigi, Evan Fathurokhman Adiwidjaja, during a press conference held at the Komdigi Building, Jakarta, on Saturday, 31 October 2026.

Evan explained that the prohibition is part of the substantive quota protection required by Constitutional Court Decision Number 273/PUU‑XXIII/2025. “The decision explicitly states that no charges may be imposed for substantive quota protection, regardless of reason or condition,” he said.

Komdigi will also assess how operators apply tariffs if price increases linked to providing residual‑quota protection occur. “Should such an increase materialise, we will evaluate how operators implement the tariff formula set by the government,” he added.

Nevertheless, Evan clarified that the duty to safeguard leftover quota does not force operators to adopt a rollover mechanism for every internet package. Rollover allows customers to carry unused data from one billing cycle to the next. Operators may choose other protection methods, provided users can still use and benefit from the data they have purchased.

This clarification follows Komdigi’s review of the first month of residual‑quota protection implementation. The government found the rollout not yet optimal, as several packages still rely only on expiration notifications. According to Komdigi data, XLSmart reported that 92 out of 101 packages have implemented rollover, while nine remain notification‑based. Indosat reported 23 of its 94 packages using rollover, with the remaining 71 still based on notifications. Telkomsel has 19 rollover‑enabled packages out of a total of 95, leaving 76 packages still relying on notifications.

The Director of Digital Infrastructure Strategy and Policy at Komdigi, Denny Setiawan, said notifications merely alert customers about quota expiry. The government asked operators to introduce a mechanism that preserves the economic value of remaining data for users. Komdigi will continue to monitor and evaluate the policy’s implementation. Customers can file complaints through the operator’s official channel or the Digital Infrastructure Call Center at 159.
