When the government makes promises, the public awaits. And when evaluation time comes, the public wants to ask questions.

This is essentially why the Tasikmalaya City NU PC has scheduled an evaluation of Tasikmalaya Mayor Viman Alfarizi’s performance.

There is one thing that needs to be clarified from the start. The NU PC is not a government agency. It is not the DPRD either. It is not the inspectorate, nor the Ministry of Home Affairs.

Therefore, the NU PC forum in Tasikmalaya City cannot be considered a formal evaluation of local government administration that carries administrative consequences.

Formal evaluation of local government administration has its own mechanisms. Government Regulation No. 13 of 2019 governs LPPD, LKPJ, RLPPD, and EPPD. Within this mechanism, LPPD serves as material for evaluation by the central government, while the regional head submits LKPJ to the DPRD.

So, if the NU PC publishes a “mayor’s report card,” that report card is not a government report card. It is more accurately described as a report card from the public.

The mayor indeed works in a government office. However, the results of his work are felt outside the government office. On the streets. In schools. In health centers. In markets. In villages. In neighborhoods. In citizens’ wallets. At service desks.

Therefore, the public’s question is actually simple: What has been accomplished? What remains unfinished? And what is truly felt by the citizens?

Law No. 23 of 2014 itself places the improvement of services, empowerment, and public participation as part of local government administration.

Moreover, Article 354 stipulates that public participation encompasses planning, budgeting, implementation, monitoring, and evaluation of regional development. Its forms include public consultation, deliberation, expression of aspirations, and supervision.

Therefore, the public’s questions are not something unusual. It is, in fact, part of governmental life. NU Has Eyes and Ears

The NU PC and its subordinate organizations are not part of the city government’s structure. That is precisely what makes it interesting. They are outside the bureaucracy. They have their own social network. They hear complaints. They hear hopes. They also hear praise.

All of this can then be brought into one room. Not to say, “We know better than the government.” But to say, “Mr. Mayor, this is what we hear from below. How does the government respond to it?”
