When the government launches a program, citizens experience its impact.

When the government makes a promise, the public waits. And when it’s time to assess, they want to ask.

That is essentially why PCNU of Tasikmalaya City scheduled an evaluation of Mayor Viman Alfarizi’s performance.

There is definitely one point that needs clarification from the start. PCNU is not a government agency. Nor is it the DPRD. Not an inspectorate. Nor the Ministry of Home Affairs.

Therefore, the PCNU City of Tasikmalaya forum cannot be considered a formal evaluation of regional government administration that carries administrative consequences.

Formal regional government evaluation has its own mechanism. Government Regulation No. 13 of 2019 governs LPPD, LKPJ, RLPPD, and EPPD. Within this mechanism, LPPD serves as material for central government assessment, while the regional head submits LKPJ to the DPRD.

Thus, if PCNU releases a ‘mayor’s report card,’ that report card is not the government’s. It is more accurately described as a report card from the people.

The mayor does work in the government office. Yet the results of that work are felt outside the government office—in the streets, schools, health centers, markets, villages, people’s wallets, and service desks.

Thus, the public’s questions are actually simple: What has been accomplished? What remains unfinished? And what is truly felt by the citizens?

Moreover, Article 354 stipulates that public participation includes planning, budgeting, implementation, monitoring, up to the evaluation of regional development. Its forms include public consultation, deliberation, expression of aspirations, and oversight.

Thus, the public asking questions is nothing unusual. It is, in fact, part of the governance process. NU Has Eyes and Ears

PCNU and its affiliated organizations are not part of the City Government structure. That is precisely what makes it interesting. They are outside the bureaucracy. They have their own social network. They hear complaints. They hear hopes. They also hear praise.

All of that can then be brought into one room. Not to claim: ‘We know more than the government.’ But: ‘Mr. Mayor, this is what we hear from below. How will the government respond?’
