On September 16, 2026, the Tasikmalaya City Government officially inaugurated three Supervisory Boards of the BLUD RSUD dr. Soekardjo.

His name appears there: Drs. Asep Maman Permana, M.Si. The other two names are: dr. Eko Anggoro Sulistyaji and Demi Rahayu. All three were inaugurated directly by the Mayor of Tasikmalaya, Viman Alfarizi Ramadhan. Their term of office is 2026–2031.

The city government explained that Asep was chosen because of his experience of more than 30 years in government. It makes sense. However, a more interesting question then arises.

What is his civil servant status at the time of inauguration? Because the information that has emerged states that Asep chose a Leave Without State Responsibility (CLTN) before entering retirement.

Well. This is where the story becomes interesting. Not about whether it is permissible or not indiscriminately. But about the legal and administrative status at the time of inauguration.

That leave is not merely about not coming to the office. In civil service regulations, CLTN is different from annual leave.

BKN explains that CLTN causes the civil servant concerned to be dismissed from his position. The position vacant due to CLTN must also be filled. During CLTN, the civil servant does not receive civil servant income and the CLTN period is not counted as working period.

Government Regulation No. 11/2017 Article 335 also explicitly mentions the same thing. Moreover, the granting of CLTN is not merely a permission letter from the office.

The request is submitted to the PPK, and its granting is carried out by a PPK decision after obtaining the approval of the Head of BKN.

Thus, if it is true that Asep was in CLTN status when the Dewas inauguration took place, the administrative question is simple: At the time of being inaugurated as a Dewas, what was Asep’s actual status? Still a structural official? Or had he already ceased to hold that position because of CLTN?

This is important. Because those two documents must be connected. Dewas can indeed originate from government officials. In this case, the problem becomes more complicated.

The Ministerial Regulation of the Home Affairs Ministry Number 79 of 2018 regulates that the members of the BLUD Supervisory Board, consisting of three persons, are comprised of elements of SKPD officials who handle BLUD activities, SKPD officials who handle regional financial management, and expert staff. Expert staff may come from professionals or universities who understand BLUD duties.
