A new sequel has now emerged. Rumor has it that there is a story about a Leave of Absence Not Charged to the State (CLTN). If true, it becomes even more intriguing.

CLTN is not a leave to seek a new environment. Nor is it a leave taken to try a new position.

CLTN follows its own regulations. Government Regulation No. 11/2017 stipulates that civil servants who have worked for at least five consecutive years for personal and urgent reasons may be granted a CLTN.

Additionally, CLTN results in a civil servant being dismissed from their position, and the vacant post must be filled. The grant is determined by the PPK after obtaining approval from the Head of BKN.

Therefore, CLTN is not akin to a permission slip leaving the office—“Sir, I’ll step out for a moment. I have a Dewas meeting.” It’s not like that. CLTN is a serious matter.

This is where Asep MP’s case becomes intriguing. At the time of his appointment as Supervisor of RSUD dr Soekardjo on 15 September 2026, Asep MP was still listed as an active official.

His retirement is slated for 1 October 2026. This creates a transition period of roughly two weeks. If a CLTN were to occur, the question remains straightforward: what is the purpose of the CLTN?

If the answer is to become a Supervisor of RSUD, the next question becomes even more interesting: Doesn’t becoming a BLUD Supervisor automatically require a government official to take a CLTN?

Ministerial Regulation No. 79 of 2018 indeed outlines the composition of the BLUD Supervisory Board, consisting of officials from the SKPD responsible for BLUD activities, officials from the SKPD overseeing regional financial management, and expert staff. Therefore, a government official’s status does not inherently conflict with the role of a Supervisor.

The appointment of the Supervisory Board of RSUD dr Soekardjo in Tasikmalaya is still under scrutiny, being accused of disregarding regulations and being fraught with interests. Alumni of SMAN 1 Cikatomas, Tasikmalaya, gathered, entrusting Ajang Ramdani to lead IKA SMANCIKA.

In other words: what needs to be examined is not merely the seat itself, but the status of the individual occupying that seat.

There’s something even funnier. If an active official takes a CLTN, the regulations state that the position they leave becomes vacant and must be filled.

Consequently, if an eselon II official opts for a CLTN, the government cannot simply respond with, “Don’t worry, we’ll set aside the seat for now.” No.

A government seat is not a cinema seat. It cannot be marked with a sign saying, “Reserved until retirement.” A position that becomes vacant due to a CLTN must indeed be filled.
