Toei Animation released an official declaration refuting rumors that a Dragon Ball themed park has been granted approval for construction in France.

The firm made the announcement on August 31, indicating that neither Toei Animation nor any other copyright owners have issued licenses for the undertaking, and that it has no knowledge of any evidence backing the claims.

Toei Animation also commented on the concept artwork and video clips being shared together with the allegations. The company explained that all such material derived from the Dragon Ball theme park initiative unveiled jointly with Qiddiya Investment Company on March 22, 2024.

These images are intended for the Dragon Ball theme park slated for Qiddiya City in Saudi Arabia and bear no relation to the reports about a French location.

The company stated:

Recently, several news organizations have claimed that a Dragon Ball‑themed park is slated for construction in France. Nevertheless, Toei Animation Co., Ltd. (headquartered in Nakano‑ku, Tokyo, with President and CEO Katsuhiro Takagi) and the appropriate copyright owners have not issued any permissions concerning this matter, and we have no knowledge of such a fact.

In addition, every concept artwork and video clips of the park referenced in the coverage were first featured in the joint announcement by our company and Saudi Arabia’s Qiddiya Investment Company on March 22, 2024, and pertain to the park slated for development in Qiddiya City, Saudi Arabia. Those assets have absolutely no link to the reports under discussion.

Consequently, the statement provides no evidence that a Dragon Ball theme park project in France has been licensed or is proceeding officially. The Saudi Arabian initiative announced earlier stays distinct from the allegations addressed by Toei Animation.

The speculation gained traction following French President Emmanuel Macron’s declaration on August 24 that three manga‑themed amusement parks were being planned for Cergy‑Pontoise, France. Macron indicated that the ventures would attract €6 billion in investment and generate 22,000 employment opportunities, with Qiddiya and Saudi Arabia participating. Yet, he did not reference Dragon Ball or any particular manga or anime series in his initial statement.
