TASIKMALAYA, Thecuy.com – The collaboration program on managing street‑side parking retribution with a third party in Tasikmalaya City still faces on‑the‑ground issues.

Various on‑the‑ground problems came to light during a meeting between the Association of Street‑Side Parking Management Companies of Tasikmalaya City and the City DPRD in the Budget Committee Meeting Room on Tuesday (1/9/2026).

Representatives of the third party, Nanang Nurjamil and Asep Oyot, presented at least ten issues that they considered urgent to address.

From the persistence of illegal parking attendants (jukir), the use of parking spaces for commercial activities, to the issue of setting collection targets that are not fully based on real‑world conditions, Nanang noted that the primary ongoing problem is the prevalence of illegal parking attendants.

“Our recommendation is, first, to curb the prevalence of illegal parking attendants,” said Nanang.

Secondly, he continued, there are still areas that should serve as public street‑side parking but are being used for commercial activities. Moreover, some parking zones are occupied by company employees during specific times. He cited the front area of a supermarket and a cosmetics shop as examples.

“For instance, in front of Masari Plaza and in front of Muara. Entry at 08.00, exit at 04.00, it’s Rp2,000,” he clarified.

Another issue is the presence of individuals who collect and manage parking fees without a permit from the Department of Transportation. According to Nanang, there are also cases where parking spaces are being sold by certain parties.

“There are individuals without a Dishub permit who are also collecting and managing parking fees. Fifth, there are also individuals who are selling parking spaces,” he said.

He also highlighted the weak oversight by government officials on the ground. This situation is seen as causing parking problems to persist. The next issue concerns the setting of parking collection targets. Nanang stated that the targets should not be based solely on estimates or the capacity of parking attendants.

He believes that target setting must be carried out through a holistic and comprehensive study, including sampling to determine the number of vehicles entering, the duration of parking, and the turnover rate of vehicles.

“Do not rely on estimates or base decisions solely on the capacity of parking attendants,” he emphasized.
