Head of the UPTD for Parking Management at the Tasikmalaya City Department of Transportation, Uen Haeruman, said that the achievement of targets from 18 parking vendors up to July 2026 has not been fully realized.

He noted that performance varied among vendors. Some vendors have met their targets, with a few even paying two months’ worth of targets in advance. However, others have yet to reach the required levels.

“There are still those who have met targets and those who have not. The situation fluctuates,” Uen said when met by Radar on Tuesday (11/8/2026).

Uen explained that the condition of vendors, both those meeting and not meeting targets, is currently roughly equal. When expressed as a percentage, the ratio is about 50:50.

“It’s still balanced, fifty‑fifty,” he clarified.

He said this situation is partly influenced by the ability of parking attendants in the field to meet the targets set by vendors.

He gave an example: when a parking attendant is expected to deposit Rp500,000 but only manages Rp200,000, a similar condition also affects vendors compared to when it was managed by UPTD.

“They say the parking attendants in the field have not paid the targeted amount. It’s the same as when we managed it under UPTD: a target of Rp500,000, but only Rp200,000 was paid. So it’s the same for vendors,” he explained.

Thus, the issue of targets does not end with the relationship between the government and vendors. The payment chain also directly relates to the ability of parking attendants to collect revenue in the field.

Amid these problems, the Department of Transportation is now testing a digital parking system. In the near future, Dishub will implement a new digital method using mobile phones.

Uen said the system being tried still involves parking attendants, but the equipment is beginning to shift towards using mobile phones.

“The pattern is almost the same, it’s just that the parking attendant carries a phone,” he said.
