Tiga puluh aparatur sipil negara yang telah menyelesaikan program PKA kini sedang dipersiapkan untuk menjadi pemimpin perubahan di lingkungan Pemerintah Kabupaten Ciamis.

CIAMIS, Thecuy.com – A total of 30 civil servants who participated in the first Administrator Leadership Training (PKA) program organized by the Ciamis Regency Government in 2026 have been declared graduates and are entitled to receive a Training Completion Certificate (STTP)

The graduation was announced at the closing ceremony of the first Administrator Leadership Training program, held at the Ciamis Regency’s Personnel and Human Resource Development Agency (BKPSDM) Auditorium on Thursday, 6 August 2026.

The training ran from 25 March to 6 August 2026 using a blended learning approach, overseen by the West Java Provincial BPSDM for quality assurance. Throughout the program, participants engaged in classroom instruction, field studies, and the development and implementation of change action projects.

The Head of the Ciamis Regency BKPSDM, Ai Rusli Suargi, SSTP, MSi, stated that this year’s PKA is the first to be conducted independently by the Ciamis Regency Government.

“Of course, this PKA is the first time it has been carried out independently. Previously, there was a facilitation mechanism, meaning that the West Java BPSDM managed everything,” he told reporters on Thursday, 6 August 2026.

“But this time the implementation is independent, covering planning, execution, monitoring, and evaluation. There is still quality assurance from the West Java BKPSDM, but administratively it is carried out independently,” he said.

According to Ai Rusli, an independent organizational pattern makes the training more effective and efficient in terms of budgeting. The blended learning system, which combines classroom and online instruction, also helps reduce operational costs.

“When the event is organized independently, there is no need for honorarium for committee members and the like, as they already receive allowances and other benefits. Thus, we achieve operational efficiency in terms of budget,” he said.

He explained that the PKA implementation focuses on four strategic themes: food resilience, quality health, global investment and trade, and quality education. All themes are aimed at supporting the achievement of the Ciamis Regency Government’s priority programs.

“Furthermore, based on the final evaluation, which includes academic evaluation, field study learning evaluation, change action planning evaluation, attitude and behavior evaluation, and change action implementation evaluation, everything can run optimally,” he said.

Participant assessment was conducted comprehensively by material instructors, coaches, mentors, organizers, two examiners from the West Java Provincial BPSDM, one examiner from LAN RI, and the Secretary of the Ciamis Regency.
