Tasikmalaya city government’s ambition to slash poverty to a single‑digit rate continues to be shadowed by significant challenges.
Amid heightened scrutiny of poverty levels reported by BPS, local authorities note that funds for poverty reduction are not grouped under a single budget line but are dispersed across multiple regional agencies (OPDs).
The head of Tasikmalaya’s Bappelitbangda, Apep Yosa Firmansyah, stated that all regional development initiatives are fundamentally designed to boost public welfare and curb poverty rates.

Nevertheless, the exact amount allocated for poverty alleviation only becomes clear after aggregating and summing up each OPD’s program budgets.
“Program-program yang dilaksanakan pemerintah daerah semuanya bertujuan meningkatkan kesejahteraan masyarakat agar angka kemiskinan menurun. Jadi anggarannya dihitung dari berbagai program OPD, bukan dalam satu nomenklatur khusus,” he said to Radar Tasikmalaya on Thursday (9/7/2026).
He indicated that these initiatives are distributed across several agencies, including the Social Service, Cooperative and SME Service, Industry and Trade Service, Housing and Residential Areas Service, and the Regional Disaster Management Agency (BPBD).
Consequently, there is no specific percentage of the regional budget that is explicitly earmarked for poverty reduction.
Apep clarified that the preparation of the regional budget follows the classification of local government duties, which separates mandatory from discretionary affairs.
Social welfare handling falls under mandatory duties that the local government must implement.
However, the effectiveness of these programs cannot be assessed at the mid‑year point.

He noted that the achievements of poverty alleviation programs will be measured using the first‑semester report and the APBD prognosis, which is expected to be completed by the end of July 2026.
“Laporan prognosis memang disusun di akhir semester. Setelah itu baru diketahui realisasi program penanggulangan kemiskinan sampai semester pertama,” he explained.
Apep added that the government cannot yet determine which program is most effective or which ones have not produced results, as some activities are still in their second semester.
He explained, “The budget cycle lasts one year; some programs run in the first semester and others in the second. Therefore, a comprehensive evaluation can only be performed after all budget realizations are collected.”
Regarding the target of reducing the poverty rate to a single digit, Apep stressed that success can only be measured after the full implementation of the 2026 budget is finished and calculated in 2027.
