
Malaysia plan to boost tax revenues and strengthen social protection systems next year. To achieve this, the government has allocated a budget of 470 billion ringgit (US$ 111.40 billion), equivalent to approximately Rp 1.847 trillion (exchange rate Rp 3,900/MYR).
This information was shared by Prime Minister Anwar Ibrahim as part of efforts to enhance government revenue amid external uncertainties. The 470 billion ringgit figure is the highest in history, funded by investments from various state-owned enterprises and legal entities.
As reported by Reuters on Saturday (October 11, 2025), Malaysia’s 2026 budget underwent significant revisions, increasing from the previously proposed 419.2 billion ringgit in the government report before Anwar’s Friday speech.
Malaysia has maintained steady economic growth despite the impact of US tariff changes on its exports. However, the country aims to increase income to reduce deficits and achieve economic development goals outlined in the five-year plan announced in July.
“In the face of global challenges, Malaysia must stay steadfast in upholding democratic principles, ensuring good governance, and fostering innovation. By doing so, we can secure our future and build a prosperous nation.”
Since taking office in 2022, Anwar has implemented measures to strengthen government finances, including raising the minimum wage, expanding sales taxes, and phasing out fuel subsidies for certain groups.
During his Friday speech, Anwar stated that the government will continue proposing a carbon tax starting next year, beginning with the iron, steel, and energy sectors. Additionally, alcohol and tobacco excise taxes will rise from November, and e-invoicing will be fully enforced next year to improve tax compliance.
These steps are part of Malaysia’s efforts to reduce its dependence on oil-based revenue. The largest contributor to government income is the national energy company, Petronas.
According to the fiscal and economic projection report released alongside the budget announcement on Friday, Petronas is expected to pay dividends of 20 billion ringgit in 2026, the lowest since 2017.
Anwar mentioned that the government will prioritize developing the semiconductor, energy transition, and digital sectors, allocating 5.9 billion ringgit for AI research and development (R&D).
He also noted that Malaysia’s sovereign wealth fund, Khazanah Nasional, will expand downstream activities in the rare earth metals sector through international partnerships.
Last week, Reuters reported that the Malaysian government is in discussions with China regarding the processing of rare earth metals. Khazanah will collaborate with a Chinese company to establish a refining facility in Malaysia.
