TASIKMALAYA, Thecuy.com – A program that hires 17 private operators to handle parking, which the Tasikmalaya City Government’s Transportation Office says will raise the city’s own‑source income, is now facing opposition from the DPRD.

In addition to questioning the lack of communication with the legislature, the DPRD also expects the government to be more transparent about the memorandum of understanding (MoU), the cooperation scheme, and the business analysis underlying the policy.

Enan Suherlan, a Commission II member of the Tasikmalaya City DPRD from the PAN faction, says he has still not received an official briefing about the parking management partnership with third‑party operators.

Even the information he has obtained came from the media instead.

“Based on my knowledge, whether personally or representing my faction, we have not received any clarification yet. However, I have only learned this information from the media,” Enan said on Thursday (16/7/2026).

He admitted he was unaware of the MoU’s contents, including the profit‑sharing mechanism and the targets assigned to the vendor.

Enan argued that, from a business perspective, if the vendor’s profit margin is only about five percent, the arrangement seems questionable and unrealistic.

Entrepreneurs aim for profit. No one would run a business if it resulted in losses. If it’s not profitable, why proceed? He stated.

Nevertheless, this Banggar member of the DPRD emphasized that the primary purpose of involving third parties should go beyond merely changing the management model; it should enhance the PAD from the parking sector, which has so far remained underused.

He cautioned, however, that the program should not repeat the old pattern where cooperation was carried out without proper communication with the DPRD, which serves as the regional government’s partner.

“Institutional ethics must be upheld. Before any policy is implemented, it should first be presented to the DPRD, with a clear cost‑benefit analysis and explained targets,” he stressed.

Enan believes that, in an ideal business partnership, target commitments should be agreed upon from the start, covering payment mechanisms as well as risk management responsibilities for each party.

Running a business inevitably involves risk. However, those risks must be calculated from the beginning. We must not wait until after implementation for problems to surface,” he added.

He also pointed out that parking issues in Tasikmalaya City are not a new problem.
